Abstract
Substitute teachers are the teachers without the quotas of institutional organizations,who have been making important contributions to the development of compulsory education in rural areas of China.Solving the substitute teachers' problems properly is very important to the sustained healthy development of compulsory education in rural areas and the social harmonious and stable development.The paper points out five policy suggestions to solve the problems of substitute teachers as follows: recognizing their historical contributions and adopting them into teachers managing system;formulating and enacting their regularization policies and compensation polices;establishing the financial ensuring system;and building supervising and inciting mechanisms on the solving of the problems.
