Systematical Construction of the Guarantee Mechanism and Policy System of Chinese Rural Teacher Development

We want to construct a systematic guarantee mechanism and policy system because of the problems existing in the development of Chinese rural teacher development like comprehensiveness, transparency in manifestation and separation of policy solution. We should distinguish or diagnose all of the problems confronted by rural teachers in their development starting with the teacher's teaching experience and focusing on the basic contents the teacher is faced with, and systematically construct the guarantee mechanism and policy system based on the executive subject and the function of policy solution. To systematically construct the guarantee mechanism and policy system of Chinese rural teacher development, it is necessary to clarify the key to problems and the core of policy solution, concentrate on the main problems and rank them according to the degree of their seriousness, and spare no effort to solve the urgent problems by making the focused policies.
