ON THE RESPONSIBILITY SPACE OF URBAN AND RURAL PLANNING ADMINISTRATION

By introducing the meaning of the planning area specified in the Urban and Rural Planning Law,this paper analyzes the relationship between the planning area and the administrative area,between the planning area and the land for construction. It presents that the power space and responsibility space of the urban and rural planning administration are two different concepts and their specifications in the law are not equal either. It analyzes the spatial scopes of different planning administration power and the differences of planning adminiseration in different spatial scopes. It argues that the responsibility space of planning administration power should accord with the spatial scope of planning permission,that is,the scope of land for construction made in the urban and rural planning.
