Abstract
The paper illustrates the necessity for the costs control in construction programs,sums up the idea for the costs control,and points out the costs prediction,the costs planning,the costs control,the costs accounting,the costs analysis and costs inspection are the foundation for the road construction enterprises management,and they are essential for the survival development for the enterprises.
