Township Merger and Management of Haining County in Zhejiang Province in Late 1940S

The township districts of Haining countiyes had several changes during the period of Republic of China.According to the observation of late 1940S,township merger brought a lot of inconvenience to township's management and people's life,which was greatly against the previous intent.The government's management had not changed thoroughly if the governcnent merely mergedor revoked the townships.The relationship between government and peasants will never improve if we don't undertake fundamental change of township system.
