Town/Township Governance of which Finance Mainly Comes from Agriculture --A Case Study of Liu Xiang,Henan Province

In case of rural areas of which town/township finance mainly comes from agriculture,financial press plays dual roles.On the one hand,finance press impels town/township government to develop local economy.On the other hand,it leads to increasing finance-taking force from town/township government,even by disobeying the laws and policies of the state.Unreasonable administrative actions from town/township government have weakened itself legitimacy basis and increased rural contradiction.Therefore,improving town/township governance condition in agriculture areas ought to reform the rules and institutions concerned according to its financial characteristics.
