URBAN PLANNING EVALUATION MODEL AND METHOD IN THE PERSPECTIVE OF PUBLIC POLICY

In new era the characteristics of urban plan as public policy has been strengthened and more attention is paid to urban planning evaluation. However,this paper argues that there are problems in existing urban planning evaluation such as the ambiguous concept,the technical limit in practice,and many models which are used under different conditions. The urban planning evaluation should be re-examined from the perspective of public policy. The relationship among technical evaluation of plan-ning schemes,value evaluation of planning body,implementation evaluation of planning process,and performance evaluation of planning outcomes should be straightened out and an all-through evaluation model and method system which links planning objectives and measures,facts and value should be established.
