A Study On Urban Planning Performance Bias from the Perspective of Public Policy

Abstract

In the transition context of economy, society and government management, as one kind of public policy, urban planning has become the basic consensus of planning and academic circles, as well as governments at all levels. However, the study on urban planning performance valuation (UPPV) is relatively weak. In order to guide the UPPV practices, there would be of important theoretical value and practical significance to discuss the ideas, methods and system construction of UPPV from the perspective of public policy. With the method of comparative study and reference to public policy attributes of urban planning, urban planning performance bias (UPPB)are showed in target bias, function miscalculated, authority damage and interest imbalance. At the same time, the causes of UPPB are analyzed, including imbalance mastery of the basic objectives, imperfect system building, imperfect development of the discipline and problems of professional team, as well as other factors from outside the field of planning .On that basis, the enhancing strategies including promoting the return of planning attribute, improving the science of urban planning and perfecting the planning system are suggested.
