Abstract
This paper presented the mathematical relationship between environment and resources according to the law of mass conservation,and thus promulgated the primary cause of environmental pollution,presentd the basic solution to solve the problem between environment and resources,and provided the scientific basis for which accomplishes the sustainable development of environment and resources by developing circular economy.
