The Status Quo of Rural Land Circulation in Harbin and the Countermeasures

Rural land circulation can enhance land utilization rate,promote labor transfer,increase the benefit from economy of scale and propel the development of agricultural industrialization.The rural land circulation in Harbin has achieved positive results;however,there are still some issues,such as the farmers' weak awareness to rural land circulation,nonstandard circulation procedure and incomplete mechanism.The municipal government and the rural organizations should strengthen policy popularity,complete the relevant regulations and system,improve supporting policy mechanism,and guide rural land circulation in an orderly manner according to law.
