Situation,Problems and Countermeasures of Rural Land Circulation in Henan Province

Rural land circulation in Henan Province was characterized by scaled,speed,diverse,organizational,the reasonable land uses and deficient agricultural income.Concurrent business of farmers delaying the rural land circulation,the absence of governmental management for its market,the lack of a comprehensive policy to support the new agricultural operators and to integrate the results of rural land circulation,all that caused the dilemma in the land circulation market.To promote the development of rural land circulation market,the central government would protect farmers 'land rights,support new agricultural operators.In the meantime,the local government would strengthen market supervision,develop related market intermediaries and service institutions,establish a compensatory mechanism of major grain producing areas and improve social management to the migrant workers.
