Marine Economy:Concept,Feature and Developing Path

On the background of developing the strategic emerging industry in China, marine economy faces a new opportunity for rapid development. However, the existing theoretical research on marine economy is too poor to support the plan of the coastal zone's development of marine economy. Therefore, this paper starts from the debate of the concept of marine economy, studies the requirements and key features of modern marine economy in detail. Finally, it proves that modern marine economy is natural resource-dependent, technology and capital-intensive, high-risk and government-dominated. In order to ensure China's marine economy develop along the sustainable and healthy way, the Chinese government should start from the constitute of a clear and comprehensive national marine policy, strengthen the basic integrated management level of ocean,improve the state of possession and protection of marine resources,raise the input to the research of marine science, marine technology, and marine social science, bring up adequate talents on marine science and management and improve the sense of ocean of the people of all our ethnic groups.
