Abstract
In different periods,public hospitals should take different historic responsibilities.When the society was scarce of medical resources,public hospitals should be the main supplier to deliver medical services.When the society had sufficient medical resources,public hospitals should play a role of checking and balancing resources.When the society-owned hospitals have developed to a certain size,the role of public hospital is to provide appropriate medical services to low-income people.This is an expression of ideas that do it can do,government do the market cannot do.It is recommended that the share of China's public hospitals in the health care market over the next few years could be reduced to 70%~60%.
