The shortage and weakness of organizations is the inner reason why the disparities between urban and rural areas are becoming more and more serious .The villagers’committee is the most basic organization of the gross-roots units in the rural areas. The development of the countryside depends on that of the villagers’ organizations. Therefore, it is necessary to perfect the villagers’ committee, and the following key points should be paid attention to: attracting talents to enhance the qualities of the committee; strengthening the leadership of the leading Party group to ensure the smooth operation of it; coordinating the relationship between the villagers’ committee and other rural economic organizations, nongovernmental organizations and informal organizations.
