The Problems, Causes and Strategic Policies of the Villagers’ Autonomy in the Poor Rural Areas of the Southwest of Hunan Province

The poor rural areas in the southwest of Hunan province are in a state of both economic and cultural poverty. Many problems exist in the villagers’ autonomy. Therefore, we should speed up the economic development and provide material guarantee for the villagers’ autonomy. We should devote great efforts to developing education, improve the villagers’ cultural quality and train the qualified persons for the villagers’ autonomy. We should change the local governments’ ways of administrating and managing the rural areas and improve the Party’s ways of leading and ruling the rural work.
