Eco-efficiency as the Appropriate Measurement of Circular Economy

Abstract

Although developing Circular Economy has been one of the most important strategies for China to boost its economic and social progress in the coming five years so far,further studies are needed to take up on measurement on Circular Economy development.Therefore,this paper attempts to solve the problem of the measurement of Circular Economy by introducing Eco-efficiency.First of all, it demonstrates that recycling rates are not the very measurement of Circular Economy.Next,it argues that developing Circular Economy is in essence to improve eco-efficiency.Finally,according the six indicators of material cycles for describing society's metabolism proposed by Seiji Hashimoto and Yuichi Moriguchi,it puts forward that the appropriate indicators for measuring Circular Economy are the eco-efficiency indicators combining DMI and DPO with GDP,as DMI and DPO is the two indicators of material flow and GDP is an economic indicator used widely.
