Abstract

From the aspects of strengthening the construction of sci-tech innovation platform, enhancing the cooperative innovation among enterprises, universities and research institutes, implementing the low-carbon innovation action plan, striving for the hosting of international low-carbon development forum, and building enterprise's RD fund extraction and accumulation mechanism, etc., this paper expounds in detail the exploration and practice of Shanxi's transformation and comprehensive reform experiment in 2014, and analyzes the achieved effects and major breakthroughs.
