Technology Promoting Economic and Social Development——An Example of Gansu Province in“11th Five-year Plan”Period

Based on the statistics of the nationwide monitoring report on scientific achievement,the paper analyzes the general situation of the environmental indicators of scientific and technological progress in Gansu Province. The study found the indexes of environmental progress of science and technology: science and technology human resources,scientific research material conditions,consciousness of science and technology,and the impact of economic and social development in Gansu province. In11th five- year planperiod,the scientific and technological progress environmental index of Gansu Province is below the national monitoring value. Other problems also include lack of high level scientific and technical personnel,low wages of the scientific and technical personnel,the slow growth of scientific research instrument equipment investment. Therefore,human resources and scientific research consciousness constrains Gansu to promote the level of economic and social development.
