Abstract
The rational allocation of resources is an important prerequisite and guarantee for the promotion of university scientific technological innovation.This paper analysises the scientific and technological resources of Gansu province's universities' status quo of the configuration from input and output of the scientific and technological resources,and Proposes countermeasures and suggestions to optimizae allocation of scientific and technological resources,and improve the utilization efficiency of the scientific and technological resources.
