An Analysis of Japan’s Antidumping Conflicts and Its Characteristics Since the foundation of WTO

Japan is one of the earliest countries which implement antidumping systems.Since WTO's founding,however,when most developed countries,including the U.S.and E.U.,have frequently taken antidumping measures to protect their domestic industries,making the international antidumping conflicts increasingly intense,Japan rarely initiates antidumping investigation on imports.Just the reverse,Japan is one of the countries subjecting to most antidumping investigations.Therefore,its antidumping conflicts are quite different from those of other countries,especially of the developed countries.This paper empirically analyzes Japan’s antidumping conflicts since the foundation of WTO,from the perspective of antidumping investigations and measures by and against Japan.Characteristics of the conflicts and the causes of these characteristics are subsequently examined,and moreover,propositions are made for China’s policy making.
