Abstract
Community construction,reflecting the demands of social development,is the requirement and embodiment of the progress from social administration and control to social governance and service.Activities in community construction meet with the laws and trend of social development,reflecting the idea of government in social advancement.However,it will be hard to achieve social transformation in the situation of political stability because,considering community construction,the government immediately aims to solve the social problems in time of social change and system restructuring,which is not based on the laws of social development.Still,the construction of the new socialist countryside now has provided regenerating chances for the urban community construction seemingly trapped in a dilemma.
