National Teacher Training Plan:Constructing the Teacher Exchange System——Taking the Chinese Teachers in Rural Areas as an Example

National Training Plan is the important strategy for strengthening the construction of teaching staff in the rural areas in the new period.This paper believes that the system of teacher exchange program should include:its training objectives,the training contents and course modules,teaching methods,evaluation methods,and services after training.
