Devoting Major Effort to Enhance the Moral Quality of the National Peopleand Promoting the Implementation of the General Plan ofAdministrating the Country by Morals

The notable difference between morals and law in such aspects as behavior logic,operating mechanism, functioning effect, and superior or inferior chacteristics etc determines that,only through the complementarity of morals and law and through the close: integration of governing the country through law and administering the country by morals can we achieve a better administrative effect. But the moral degeneracy,the deviation of moral evaluation from the standard, the confusion of value orientation, the rampancy of immoralism,the separation of moral cognition and action,and other moral perplexities in the moral field of our country determine that,in the implementation of the general plan of the close integration of governing the country through law and administering the country by morals,we must enhance moral education of the national people,improve people's moral quality,and adhere to the rule of law through morals,rule of officials through morals,and the influence upon people through morals.
