METHODS Sampling three towns according to stratified random method, and making lognitudinal and transverse comparison based on the last two years' data. RESULTS Most employees in the three township health care centers are with technical secondary diploma and primary technical title; the indicators as operation volumn and sickbed utilization rate in Hougang Town are evidently higher than those of other two towns; but there are huge gaps for medical expenditure, financial income and expenses and asset-liability among the three township health care centers. CONCLUSION The construction of township health care centers to great extent is determined by local economic and social development level.
