Abstract
The property and quantitative identification method of water resources shortage in Hai River basin are expounded according to the analysis on the causes of shortage and its mechanism.The shortage is caused by reduction of precipitation,improper management,population explosion and excessive development of economy.On this basis,the necessity of the Project of Water Transfer from South to North is demonstrated.The necessary water amount to be transferred is about 937 billion m3 per year.It is suggested that the objective understanding of the cause of shortage in very important to solve this problem from the viewpoint of improving the management and by means of policy.Counter measures for overcome the shortage due to different cause are suggested.
