Abstract
In the paper,the method of risk theory and risk decision is applied to the regional water shortage losses and water shortage control.Based on the Cohesion of regional and single water resources planning,the investment relationship between water shortage losses and water shortage control is studied from the harmonious development relationship between water conservancy and national economy.Through application of the method in Haihe basin,the economic and reasonable total funds input,various measures input including the water saving,potential tapping,sewage treatment and South-to-North water,project scale,water supply quantity and water shortage control are decided to avoid water shortage risk.
