Abstract
The paper brings forward the principle that the electric power telecommunication plan needs to be managed as a routine work.The paper points out the importance of the plan and guidelines for completing the plan,based on the experience of many years in power system telecommunication planning.The paper also discusses the issues need to be solved within next five years.
