Optimizing the structure of administrative organizations is quite significant to deepen the administrative reform,improve the administrative efficiency and perfect administrative organization act.Optimizing the administrative organizational structure should be approached from the three-dimensional sturcture and judged by the standard of conciseness, uniformity and efficiency of government functions so as to expand the rate of horizontal management,to reduce the provincial-level divisions,to reduce the administrative level,to implementate provincial counties,to adjust the institution reasonably and control the size of the administrative organization,to set up administrative organizations according to one-third of the principles of the decision-making,implementation and monitoring to avoid the departments everywhere,and finally break the responsibilities isomorphism and establish a partnership between central and local authorities.These measures in reform will require a concerted matching pace with their progress and have the corresponding legal system to protect the desired results.
