Abstract

With the unbalance situation of higher education development in our country, it is not only the necessary of selfer perfect of higher education, but also the historical duties of higher education managers who can't refuse to pay attention to the development of regional higher education. Its support for society development must be fully acknowledged to develop regional higher education. This essay purposed some revolutionary minds for the development of region higher education from its policies ,financing and college or university itself , with the development idea of scientific education.
