State and Review on 30 Years of Higher Education Development Strategies

Based on the analysis of Higher Education(1980-2007) of Information Center for Socail Sciences'RUC,this article generalizes the theoretical foundation of development strategies of China higher education,that is,the adaptation theory of higher education development to economic and social development,the scale theories of higher education,the pluralistic quality views of higher education development.It discusses the establishment basis of higher education strategic research,that is,higher education must serve to the socialist economy under the leadership of the Party;challenges of WTO and internationalization to Chinese higher education development;the increasing demand of society for higher education.It reviews some research points in three decades strategic development of higher education in our country:the expansion scale and popularization process of higher education,the talents training strategy of higher education,the school autonomy and diversity of colleges and universities.China's higher education has shaped a system that adapting to the socialist market economy,and basically clarified the direction of further reform and development.After large-scale expansion,it still needs coordinated development of quantity and quality.In personnel training,it emphasizes on moral education and character education.
