The legal basis and system construction of universal service——Take the power industry as an example

Universal service means that any person in any place can afford to enjoy public services with the same quality and the same pay. As a term it first appeared in the field of telecommunications, and later extended to many other public service fields. As the market's self-intresting and self-serving, as well as the natural monopolies of universal service products,government need laws to intervene these fields to eradicate poverty, protect human rights and achieve the overall interests of society. We should build a government-led system and to be implemented by all levels of power supply enterprises. Our government should establish the funds to raise the money needed by electrical universal service, and hand it to power supply companies to put it into practice and should supervise their implementation of the universal service to ultimately meet people's needs of power universal service.
