Study on Universal Service of Electric Power in Our Country

The paper start with the introduction of the definition and content of electric power universal service.And detail discussions are carried out on necessity of providing electric power universal service and the funding sources.It is then followed by analysis on the development process,current situation and exiting problems of the universal service in China's power sector.At the end of the paper,it is clearly indicated that universal service mechanism of electric power should be established in our country,which should be adaptable to the power sector reform and market-oriented reform and should have Chinese characteristic.The responsible entity for providing universal service and funding sources,staged targets, implementation agency and realization manner,service objects and business scope,management and cost compensation mechanism are defined,which provides a legal safeguard for providing universal service in our country,
