On the Realistic Difficulties and Path Choice in Social Co-Governance——From the Perspective of Social Capital Theory

Social co-governance advocates the multiplicity,equality,cooperation and orderliness of the social governance bodies.It should be based on the well-developed social capital to achieve valid social co-governance.At present,the problems existing in the current situation of our country's social capital,such as the widespread lack of social trust in our society,the innate deficiency in formal specifications,the inadequate network for citizen participation and the urgent cultivation of public spirit,which have become the main restraining factors in realizing the social co-governance.Therefore,it is an effective path to realize valid social co-governance in all levels by intensifying public spirit and citizen identity,regulating the boundary of coordinated subjects' rights and liabilities,developing and expanding the social organizations and perfecting coordinated operation network.
