Abstract
After the reform and opening up, China’s social structure changes, i.e. the state and the society develop from integration to dual forms while the society becomes diversified. The government features in social governance such as narrow coverage, rigid means and low efficiency can not meet the current social development, needing transformation. In new times, social organizations thrive and their features, such as independence, self-discipline, people to people, flexibility, efficiency, and being close to the grassroots, can make up for deficiencies of the market and the government in public domain, being in accord with China’s government function transformation requirements. Therefore, the introduction of social organizations to social governance can realize the optimized allocation of governmental and social recourses as well as the maximum protection of citizens’ rights and interests.
