A Dissertation on the Governmental Performance Evaluation Viewed Ecologically——Taking as Example the Third-Party Government Performance Evaluation

Although we have done a lot of researches about the government performance evaluation,many local government executed the or examination of the government performance in various forms,but overall, the government performance does not become one of the most important tools of the Chinese public administration reform and development,its guiding force and explanatory effects on the administrative behavior of government is still limited,public participation in government performance is still rather thin.It is important for the government performance itself to make balance between promoting its development and exchanging the energy and information with the whole society environment system in which the government performance exists in order to achieve the balance.The interactive process has the characteristics of the system.In this article,we discuss the problems that the government performance evaluation,especial the third - part government performance facing,in the process of development.In this paper, we also reflect on the current tendency of the government performance evaluation,and analyze the influence of the ecological environment of government performance evaluation on the third -part government performance evaluation.
