A Study of Government Performance Evaluation System Viewed on low-carbon

Government performance evaluation has become an important element of the reform of governments around the world,which enhances the government's administrative efficiency and service capabilities.But its validity is affected by the value orientation of the government under the different socio-economic surroundings.This paper redefines the government's functions under the concept of economy,then introduces low-carbon elements in the Government Performance Evaluation System.Finally,the paper discusses the new Government Performance Evaluation System from the choice of evaluators,the design of evaluation index,the identification of evaluation methods and the management of evaluation results.
