Study on Planning and Control of Urban Planning Area

The urban planning area is a law specially authorized area to implement the urban and rural planning law. Rational planning is a prerequisite for scientific management. However,there are some defects for the planning area in terms of the delineation of the scope,spatial planning system and content control. This paper analyzes the meaning,purpose and role of the planning area,and states that there exist some problems in the planning area,for example,the spatial planning system is unclear,the planning content and the management is confusing,it is difficult to link the control content with the land use planning,supporting laws and regulations are not perfect,and so on. At the same time,the paper also proposes the planning and management of the special planning organization,form a complete set of law and policy,etc.
