A Discussion of the Spatial Planning System for Territorial Resource

Abstract

In China, the start point of regional planning, land use planning and city planning differ from each other. Much more, the planning management departments confuse their duties. It causes those planning can't bring into effect, and it leads low efficiency in territorial resource using. This paper analyzes the planning purpose, planning classification, planning content of regional planning, land use planning and city planning. We point out that the essential of planning contradiction is multi-management of planning. At present, we should establish territorial resource spatial planning system, which includes planning legislation system, planning management system and planning design system. Further more, it is important to build the authority of spatial planning, to associate contents with each planning, to distinguish management duties of each planning, to implement spatial planning with all kinds of modern technologies. After doing so, we can improve the efficiency in territorial resource using.
