Abstract
The paper takes the dynamic efficiency of the RD innovation by the high-tech industry as the research object,based on the panel data from 2003 to 2010,the dynamic efficiency of the RD innovation by the high-tech industry is measured by the Malmquist index.The analysis of the technology efficiency shows that the total RD innovation output of the high-tech industry is somewhat higher but the organization and the management level still leaves much possibility to be improved.According to the result,some countermeasures such as the synegetic innovation model,the use of the FDI investment and the creation of the better financial ecological envirionment are proposed.
