Abstract
The paper analyzes and evaluates high-tech industry of China from 1997 to 2004 with Data Envelopment Analysis on the whole.In addition,it evaluates the changes of efficiency of the industry by Malmquist Productivity Index.The results show that the production efficiency of china's high-tech industry is very low;meanwhile,the factors such as industrial structure,location,scales and ownership structure may have impact on the economic efficiency,pure technical efficiency and scale efficiency of high-tech industry.The Dynamic Efficiencg Analysis demonstrates that china's high-tech industry relies on the improvement in technology rather than on retardation in efficiency change which result from scales inefficiency.This means that in order to improve the production efficiency of China's high-tech industries,we must make effort to impulse the scale improvement and increase it's contribution to the development of total factor productivity of the industry.
