Abstract
A discussion of engineering/management phases of developing a crude oil pipeline system from the Los Angeles area to move surplus (Alaskan) crude oil to Midwest, Gulf Coast, and East Coast refineries covers feasibility studies of obtaining and using existing pipeline systems which are moving gas or oil westward; description of one natural gas pipeline system owned by Southern California Gas Co. and another owned by El Paso Natural Gas Co., of which a total of 788 mi are proposed for the crude oil service; details of the existing pipeline systems; description of new facilities to be added, including a total of 194 mi of 42 in. line and 18 pump stations; documents needed to obtain endorsements for the project and subsequent permits; the Environmental Impact Assessment prepared by the owner companies; numerous permit requirements; special problems when converting from natural gas to crude oil; and completion of the final design, with utilities and other support facilities.
