Abstract
The proposed Pacific Texas pipeline to bring crude oil from Los Angeles to Midland, Texas will be the largest pipeline construction project since the trans Alaska pipeline. The project will entail major construction in the Port of Los Angeles, 1026 miles of 42-inch pipeline, 11 pump station, and terminal facilities at Midland. The pipeline should lower oil transport costs, shorten delivery time, and create a shipping line within US boundaries. Environmental effects have been a concern during the permitting process, particularly at the Port of Los Angeles.
