Abstract

The first comprehensive Intelligent Transportation System (ITS) Strategic Plan for the Phoenix metropolitan region was developed in April 2001, through the leadership of the Intelligent Transportation Systems Committee at Maricopa Association of Governments (MAG is the region's Metropolitan Planning Organization). This Plan identified the need for developing a Regional Concept of Transportation Operations (RCTO), as the appropriate strategy for implementing systematic improvements to transportation operations in the region. In September 2002, a project was launched through the MPO's work program, to develop the RCTO. This paper describes the overall approach, tasks and accomplishments of the project.
