PASSENGER TRAFFIC AND PASSENGER TRANSPORT: DURABILITY AND FITTING IN

Abstract

In this article the combination of factors that perpetuate environmental pollution is dealt with, a situation which makes Dutch governmental intervention necessary where traffic and transport is concerned. The criterion for permanent development adhered to is the 'environmental space use' concept. Resolutions may be achieved by finding technological solutions (selecting a certain technological answer), and by influencing behaviour (reducing mobility, modal shift) together with effective policy instruments. In conjunction with what is politically and socially feasible, the government has predominantly focused on technological innovations (transport and fuel technology) and has neglected behavioural aspects. It appears that the latest policy solution offers little that is of interest to the environment. Hence the reason why it is suggested that solutions should be sought that encourage greater market flexibility for transport. This means doing away with mobility stimulating subsidies for all environmentally destructive means of transport including public transport. It also means that transport producers and consumers will be given fewer safety points when it comes to the technology that needs to be applied. Finally, public transport and slow transport should be made more attractive, not by subsidizing users but by substantially increasing the quality and complementary facets of the respective networks.
