Abstract
The article discusses the need for statewide transportation planning prior to any state beginning highway construction or administrative programs. All the road and street systems within a state should be studied on a statewide basis. Modern highway planning, by analyzing all factors that have to do with highway transportation has the aim of producing a comprehensive report and guide which will portray highway needs and will outline long range highway programs for all road systems to adequately meet those needs. The article provides further details of aspects to be considered in the planning process including highway usage, traffic operations, the state economy, costs, and annual requirements of the system.
