Abstract
The Intermodal Surface Transportation Efficiency Act of 1991 provides for a substantial improvement in highway safety through the requirement that States develop Safety Management Systems in accordance with federal guidelines. The concept of the federally imposed highway safety management is discussed. Such a system shall manage the following: highway pavement federal-aid highways; bridges; highway safety; traffic congestion; and public transportation facilities and equipment. Examples are given that illustrate the need for improved safety management. The paper also discusses those features that make a good safety management system.
