The focus of this paper is on the implementation of a freeway management system for the state of Arizona. The system will include the following components: loop detector system, closed circuit television, variable message signs, ramp metering, Highway Advisory Radio, traffic interchange signals, lane use control signs, tunnel monitoring system, and a public information system.
