Abstract
Policy and operational requirements of several new tollroads being developed in California require the aggressive application of state- of-the- art electronic toll collection (ETC) equipment and traffic management systems (TMS). This paper focuses on the challenges and benefits of integrating ETC and TMS, and the opportunities that integration provide regarding congestion pricing. The status of automatic vehicle identification (AVI) technology is reviewed and possibilities for integrating ETC and TMS are identified. Policy issues associated with their integration are discussed and congestion pricing opportunities that an electronic toll and traffic management (ETTM) system allow are provided.
