Abstract
The newly constructed James Bay Access Road provides the only overland transportation route from the ends of both railroad and highway at Matagami, Quebec, to the 16-billion dollar hydroelectric project now being built on the Quebec side of James Bay about 400 miles farther north. Just 15 months were allowed for the location, design, and preparation of contract documents for the 450 miles of road to be built and gravelled, and only 450 working days were scheduled for its construction. This paper presents a general review of the entire project with respect to the design and construction procedures employed, the traffic being carried, the rationale for selecting 300/400 penetration asphalt cement, a summary of laboratory data accumulated during pavement construction control, information obtained on recently cored pavement samples, and the results of rut depth measurements and of a low temperature transverse pavement crack survey conducted in November 1977.
