Abstract
The paper presents guidelines for in-service road safety operational reviews of temporary traffic control in work zones. An in-service operational review was recently completed on several road construction sites around Calgary, Alberta to determine the relative safety of construction zones. This includes an analysis of the temporary traffic control plans and the actual setups at nine different sites. All aspects of the traffic control plans and setups were analyzed for the correct use of traffic control devices. The paper outlines the principles and guidelines of what constitutes a comprehensive safety audit for temporary traffic control plans and sites. The common problems and shortcomings found are discussed, and possible solutions to each of these problems are provided. The paper also includes a prompt list for in-service operational safety reviews of work zones.
